Haas alarm # 198 spindle stalled

I have a 1999 HAAS SL20 that has an alarm "198 spindle stalled" .Looked up alarm -no help- because it only happens at startup in the morn. runs good for two shifts 16 hours or more any ideas? May happen 2 or3 times at startup within half hour, then be fine all week if not shut down.
